Out of school

I’m not sure how old these boys are, but they are school age, but they are not in school. They are on this corner most days, trying to earn money by wiping windshields. I always debate whether or not to call authorities. I have called before, but I’m not sure if it is better for them to be on the streets or in the system. We asked one boy why he wasn’t in school and he gave a confusing answer.
