One is not enough obviously, but then one would have to ask. Is there a continued crisis line offering immediate assistance. Also this shelter, is it the only one on the entire island? If so, then this may be another instance when the government needs to work more effectively with services to protect those who are vulnerable. There are a number of people who fall into that category; elderly, women, children, LGBT and seem to already be struggling to find support and assistance.
It is a case of out of sight out of mind or if it doesn’t directly affect those making the decisions on funding then the requests are often at the bottom of the list.
